Senior Director of Proposal and Capture Management – REMOTE

REMOTE OPPORTUNITY! Seeking a dynamic, forward-facing PROPOSAL LEADER who can take ownership of contracting function for a large diverse maritime and transportation organization. This person will lead their own contracting team (3-4 members) and also facilitate multi-department initiatives among various business lines, working with the executive team to put together and acquire new contracts. We are seeking someone who can be a project manager, taking ownership over the contracting process from A-Z. They must envision the entire proposal and execute the functions along the way through to delivery.

The Senior Manager of Proposal & Capture Management will partner with our Business Development, Finance, Operating and Legal teams, and senior leadership to understand and support the capture process for new and expanding business opportunities as well as provide the essential proposal management and content generation to create the collateral necessary to prepare for and close new deals.

You will manage the entire proposal process for new contracts; develop narratives for senior executives, and business development teams; and support in market research and briefings on opportunities aligned with our strategic priorities. Your focus will be on spearheading commercial, municipal, state, US and international government Requests for White Papers, Information, Quotes, Tenders, and Proposals.

Leads the proposal kickoff meeting to discuss proposal requirements, writing assignments, win themes,

and schedules

  • Leads the proposal status meetings and debrief meetings
  • Schedules and manage all reviews to ensure that all responses are compelling, compliant, and well written
  • Primarily you are a writer and will be spending the majority of your day constructing the narratives and documents that drive diverse company business units.
  • Partner with the business development, finance, operations and legal teams to pursue long-term

opportunities and execute capture, pricing, and outreach strategy through proposals, white

papers, and other documents

  • Manage and write responses for commercial and government Requests for White Papers, Information,

Quotes, and Proposals

  • Create and own the proposal process with an eye towards constant improvement
  • Create and curate a content library of prose, briefs, and graphics for use across the business
  • Coordinate with counterparts in operations and engineering teams to accurately represent

the company’s services to potential customers

  • Reviews proposal sections developed by members of proposal teams, providing guidance and

recommendations, and editing sections as appropriate

  • Reviews and analyzes solicitation and related documents, ensuring final proposal product is compliant and delivered on schedule

compliance and proposal readiness to submit.

  • Drives compliance to good proposal management techniques and processes and procedures
  • Lead regular proposal progress status meetings and maintain the proposal schedule
  • Monitor and flag potential opportunities to key internal stakeholders
  • Additional job duties as assigned

Preferred Background:

  • Must have experience in National Security and Defense proposals with agencies such as MARAD, MSC, USNS, USMC, DOE, etc.
  • Preferred experience in working with National Park Service and the Department of the Interior
  • Experiences in working with EPA, and DOT at state and federal levels
